nobody controls it for you unless you have an issue then you can technically write to the blockchain support
You are probably mixing blockchain and a wallet service here because there is no technical support or blockchain support where you can write if you have a problem but if you are using a custodial wallet and face some problem, then you can contact their support to look into the issue, and the issue should be related to the wallet and shouldn't be something like sending funds to a wrong address or something because cryptocurrency transactions are non-reversible.
So blockchain on one hand is very beneficial for people, it can be devastating for people who are not careful with it because once you have made a transaction and you have used a wrong address and it got confirmed, then there is no way for you to reverse that or get your money back, it's gone forever.
