I understand what you mean that Greenwood doesn't deserve to be at a Spanish club and it's better to go to a place that offers a Champions League competition where his talent will shine more. Valencia's offer is only limited to that and I don't think they will be able to increase the fee, whereas Juventus does have the opportunity to recruit him for a bigger fee and of course with the priority of playing in the Champions League.
