Without going into too much details, BTC layer 2 networks are off chain protocols that are built on top of the BTC blockchain, these protocols have what they offer, i.e. BTC Layer 2 Lightning Network is a 'solution' to scalability and also high tx fees, sidechains such as the Liquid Network is also an example of a layer 2 in the BTC network.
