Well, as I have never heard about LAX and they apparently started after me, they might have copied some things!
A forum account should be required with at least some sort of history or else you're going to get a massive amount of abuse. What keeps someone from applying 100 times with different addresses? Have the whole list verify their accounts before distribution. And to prove a fair distribution, the account list should be published for checks.
I agree, I first thought that the payment of BTC will be enough to discourage abuse. What do you suggest exactely? Everyone has to enter his bitcointalk account before may11th? What about fresh accounts?

Yes I agree with this. Everyone should enter his bitcointalk account before may 11th. Fresh accounts are accepted if they sent the required mBTC amount.
All other "anon" accounts should be excluded.
It's their own fault if they forget to PM the dev. It's clear in the OP that you have to PM the dev and up to may 11th is also enough time to do that.
