It doesn't sound like official. OP is trying to get some referrals maybe.
It is an account that is related to merit farming I guess. Multiple accounts are being created only to get their part of promotion which looks similar to merit farming. As I am not interested in delving into those issues, I think someone from that team should look into it. I think this is bigger than we guys can forsee as I was able to get through three levels of merit sharing. As per my investigation, these are clone accounts that are being used to promote some projects, that I guess everyone can.
Actually its the opposite of this. I created a method for people to create multi accounts easily so this way i can begin to link socials, and reduce fraud. A honeypot sort of. I will post a shot of the admin panel and some features in the works!
