That only happens in some of the most developed countries where there is no corruption in the government and all the money that is collected through taxes goes for public services and creating more job opportunities for the public, but in many countries, that isn't how things work. Government officials in most nations are corrupt and those who are managing the treasuries where tax money and other funds go, don't distribute that money evenly on public services or for serving the nation but they take a large percentage of that treasury for personal uses.

This mostly happens in developing or third-world countries where the government is full of corrupt officials who eat the money of the public that is collected through taxes and other means and this is the reason why those nations and countries don't develop because their leaders are a bunch of thieves.
