Fast forward, a new signature campaign has opened spots for jr. members and above. 
Though, it does look painfully obvious they aren't aware of the forum dynamics and did not hire a manager as well so I'm expecting more changes to likely roll out couple of days after. Who knows if they'll keep the rank spots or perhaps there'd be a pay change. There'd be no loss for people interested to apply now though.

When I looked at the Signature campaign ANN some hours back, it was over 5 pages of replies and I was wondering what could have attracted so many users to apply so fast only to realized it was accepting Jr member rank as well.
