 We all must take into account that the gambling business itself simply could not exist if there were not a constant and stable flow of money to the businessmen who organized it.
Sure anyone who opens a gambling business is assume to have a lot of money but it doesn't mean that they pay winning from their pocket all the time because I have been a witness to cases where a gambler wins a huge amount of money and his winning payments was postponed, if the company had that amount of money they should have paid him but probably because they want other gamblers to lose in order for them to pay the winning from the money of those that have lost.

No body opens a business to lose no matter how wealthy they are so even if a casino owner have huge amount of money, they can't spend it on people's winnings.  Even those bookmakers who handle gambling activities know that a gamble owner doesn't pay from their own money, the money they get from losers is what they use to pay winnings so if winnings surpassed losers then they don't make payments immediately or they will delay in making payments.

And by the way, it is in this financial scheme that there is a huge risk of bankruptcy of the casino, when the influx of new money from losing players does not keep up with the payment of winnings.  This risk is the most characteristic feature of this entire gambling industry.  And only the largest and most reputable casinos, as I think, have a financial “airbag” and acceptable guarantees to avoid the collapse of their business.  And all small casinos are balancing in this financial scheme and are at increased risk of bankruptcy.
