Osimen was rumored to be leaving the club earlier this season but those rumors did not come true. Rumors that Osimen could leave his current club and join PSG intensified when Mbappe left the club to join Real Madrid again this season. We often notice that Osimen does not have a good understanding with the current club, so because he is not having a good understanding with the club, he may decide to leave the club and join a new club where he will be respected enough.  
Regarding Osimhen transfer, it is still an unsolved mystery because there are still pros and cons regarding the very high price and this article says:

I have said this before and actually I agree more if Osimhen stays and appears with Conte to gain greater experience than choosing Lukaku. I'm worried that Osimhen will leave and be replaced Lukaku. But the more rumors spread, the more I become convinced that Osimhen will soon leave Napoli, but with a transfer fee of under €130m.
Osimhen is undoubtedly a top star and it is safe to say that he will leave his current club to join another club in Europe but €130 million is too much for him. He may be a very good player but no club in Europe will spend 130 million euros to sign him right now. If Napoli agree to release him from 100 million to less than 100 million, maybe his change of club will be faster. A player like Harry Kane signed to Bayern Munich for €110 million plus, no club would buy him for €130 million. He can be transferred for a maximum of 110 million euros, but he may not be transferred for more than that.

I think the problem affecting the movement of Victor Osimhen living Napoli to another club is not just the amount involved but the decision of the management and the player, Victor Osimhen is worth the €130 million that is placed on him because of his age and his goal scoring abilities and I doubt if any European club will regret signing him because he will surely deliver cause he is a dedicated goal scorer.

Osimhen would have left Napoli last two season after winning the league trophy with Napoli when he became the highest goal scorer but now that the team experienced poor performance and couldn't qualify for the champions league next season I believe clubs will find it difficult to pay €130 million so the club my has to reduce the amount placed on him so that clubs can easily secure his signature.
