Barcelona is keen to make those players permanent transfers, but they have no money.
Sometimes i don't know where Barcelona is going with their transfer business, i don't know if they were actually keen on keeping both Cancelo and Felix and just didn't have the money to do so, or if they only planned to keep them in Barcelona on loan for last season.
That being said, the two players have returned to their respective clubs, in which they have fallen out with both their managers and the club in general, so it is going to be a difficult one for them. City and Atletico Madrid would want to get rid of both Cancelo and Felix, but it might prove to be difficult because of the cost of transfer and wages, and i'd not be surprised if they both go out on loan again.
Actually, in terms of performance for these two players it is quite feasible if they really want to be defended, especially for the position of winger and right-back for Barcelona at this time they have a vacancy even though there are still Ferran and Balde but indeed the situation if you look in terms of experience and vision of playing of course Cancelo is still slightly superior to Balde even though they have different types where Balde is more focused on defense and Cancelo is more active in attack.
It's just that maintaining Cancelo and Felix is clearly difficult for Barcelona at this time.
