"I don't know if anyone have talked about this or have created this topic before" like it is so annoying more especially when I see some higher rank members doing this also
Newbies like know well about forum but want to create topics to ask questions of what they already knew.
It is not against rules because Beginners & Help board is for newbie questions, ask everything they don't know and it's hard to say they are not newbies.
I believe this is also one of the forum rules so even if it involves a newbie, I don't think it should be tolerated since every one is supposed to have gone through forum rules before creating threads in the forum.
