Osimhen is still young and still has a contract at Napoli at least until 2026, so even if these teams are not willing to recruit Osimhen at a high price also the reality is that Osimhen will still be fine at Napoli. Moreover, Napoli's new manager Conte is a great manager, and if Osimhen stays at Napoli, it is very likely that Osimhen's quality and performance will improve and be even better under Conte's coaching later. But yes, if for example these elite teams are still very interested in recruiting Osimhen but are not willing to pay dearly, then the solution may be to trade by giving their key players to get Osimhen from Napoli.

Yes, but there's no point in forcing him to stay since he doesn't want to.  Furthermore, Napoli has spending needs in other sectors that serve to support an attacker.  With the money received from the sale of Victor Osimhen they can buy 2-3 good reinforcement players and have Romero Lukaku.
Not a bad deal!
Napoli also seems to be trying to release Osimhen as soon as possible in this transfer market. The club is just waiting for an official offer to be made to Osimhen. And regarding Osimhen's price, it seems that Napoli have now started to give signs that they are open to negotiations and are even ready to let Osimhen go at a lower price than offered.

Osimhen and Napoli seem to have an agreement that they have no problem separating from each other if a club comes along that is interested in Osimhen. But unfortunately I haven't received news of an official offer coming to Osimhen. So it is very likely that Osimhen will remain with Napoli ahead of pre-season. It's quite strange because this also happened last season. This season, several clubs have even been linked with being interested in Osimhen, but it turns out that no one is really serious about trying to get Osimhen. And the proof is that there has been no official offer until now. At least if Osimhen remains at Napoli, he can be expected to return to his best performance under a new, more trustworthy coach. but this is really a matter of player comfort. And if he is no longer comfortable at a club, it will be very difficult for the player to get motivated again to try more optimally.
