If a casino or betting platform decides to remain dormant and not improve on the services that they already offer such that they can attract more customers and hold the customers they have, they will soon taken out of business by the new casinos who are more dynamic in the services that they offer.
Hunnyplay know that they need to do much to attract users, and all these is an effort to that end.

You are right that if any casino wants to keep their business running then they need to add new updates and features to their casino regularly. Of course, it would be on the needs of more users. If not, the casino sites will be lost behind the regular projects.
But I don't think anything like this will happen with hunnyplay because they already said they are thinking about their signature campaign and also I see that hunnyplay.io has the one active thread in the gambling board of this forum. I don't think it would be possible for any casino with weak promotional or features.
