I do not understand what you mean by the Signature campaign not working properly, I'm a participant of the campaign, and I've been paid, the rules were, payments would be made every Monday after activities were confirmed...

Those who weren't paid may have violated one or few rules of the campaign which led to their eviction/disqualification and removal from the campaign, and the campaign manager did well to inform everyone participants that were affected via PM, so as far as I'm concerned, the campaign is working pretty fine.
