Plans are involved for the growth of the club, Napoli will bounce back to extreme form but it's just a matter of time. Napoli new coach, Antonio Conte will make sufficient usage of his players. He's one of the promising coach that wouldn't settled for lesser scores, will bring on his best. Whereas in the case of Lukaku, he is an important player, he enchanced his ability and will exert more pressure towards the end of the league.
Currently, Napoli can be said to be the most hotly discussed club among the Serie A clubs. Because as far as I know, Napoli's current finances are not as big as other clubs in Serie A.

But even so, I also agree that Conte can definitely bring Napoli back to glory, even without Lukaku.
