True KYC is still the said most reliable for them, while there are still some non KYC Casino with exception stating on their TOS when they can ask for KYC if need be and like you said when government require for it or other reasons like users creating more than one accounts for bonuses, which I still as a reason by which even if government doesn`t request KYC on Casino some will still opt for it.
