I have a theory, when making a transfer using the electrum wallet and sending the total, the value in the wallet is reset to zero, how would your program do to cancel the transaction if there are no more funds? and to do the RBF you would need funds to increase rates, and without funds it would only be possible to make the first transaction. Your theory is wrong. It doesn't matter what amount you will transfer or how high the fee is or the software you will use.
