I think the major issue even is not about Napoli wanting to selling him as I believe victor is actually with the one of the intentions to actually leave the club because I believe Napoli values and knows his worth, I mean the guy literally helped them to a victory they haven't dreamed of winning the series A for a very long time. I think osimien has now even agreed with the signing at PSG.
Both parties want to separate, Osimhen wants to leave Napoli and Napoli themselves want to sell him. The problem is that Napoli want to make a big profit from the sale of Osimhen, so they are making the transfer difficult because they haven't gotten the price they want. If they continue to hold him like this, it will also be a risk for them, because time is running out towards the close of the transfer window.
