When I read this thread the first thing that came into my head was: "this guy keeps creating a lot of accounts and verifying so many accounts using documents from which people?"
It's not a secret anymore that our information can get stolen and then being sold on the dark market. So I guess this is what they are using to verify those accounts. It is also possible that they are buying verified accounts, and then they pay someone to do a verification. There are lots of ways actually. Indeed that this act seems unethical, not only from the people whose KYC's have been stolen but also to Stake casino. Not that I'm supporting them but it would be best if deals like this will only be done in a more private manner if they still want to continue their business and if there are interested people who will avail an account.

to add that account verification is not a final process, in which the person verifies the account and will be forever. Is a continuous process in which the casino can request more documents at any day.
I think it is final because on many casinos that I've tried and submit my KYC, I haven't been asked for another form of verification after a long time of using them. Maybe what you said is true if we have done something shady or if we forget our password. They need it in order to make sure that we are truly the legit owner of the accounts. Maybe they can add a continuous support for this matter, just in case. We can only hope that they are legit and will remain like this for a long period of time. I won't say forever because nothing lasts like that.
