We probably don't need to evaluate more regarding the transfer of these two players and just look at Barca's financial condition and the amount that Barca has to pay to bring in these two players, which is something that will never happen.
I am not denigrating Barca but that is the reality because I agree with you that other clubs have better offers to recruit Nico and Olmo.
Another problem that caused Barca to fail to recruit these young players was because Olmo and Nico needed experience with a good club to provide great experience but still at least finances provided greater experience, such as with an EPL club.
I find it normal that Barcelona doesn't have the money anymore, because they paid a lot to many players for a lot of seasons. Like how much did they pay to Messi? That alone is like one huge transfer worth money every single season, that should be good enough to see why they couldn't afford anything else, and aside from that they have like over half a billion dollars in players that turned out not great, that should also explain why they are not great right now.
Plus, they have one of the if not the greatest youth setup in the world, and they neither used it nor used it to sell players as well. Think about it, they have so many great young kids coming out of there, if they could only sell players like for 1-5 million range from there, which they can play here and there in some unimportant games if they want, then they could make so much, they can sell like a dozen players there, a small change maybe, but could go directly to paying off the debt.
In the end, they do not have the revenue they used to have, and they have debt to pay, and they still buy players anyway, so they are not looking like they are going to get better anytime soon, it is going to take a while for them to get any better.
