You can take part in discussions and votes, but you will need to write your opinion in Russian. Don’t be shy to do this, because we all often write in a language other than our native one.
This brings me to the question I have in mind: reading through the thread on the Russian local board, since it's forbidden to use a translator to write and communicate on a local board, how will the people who are not Russian speakers communicate theirs, or will an exception of allowing a few members to use a translator to communicate theirs be made, or perhaps the person will share his or her opinion directly using English?
