Previously, Napoli planned to sign Lukaku after Osimhen was sold, but Napoli are currently still sticking to their plan to keep signing Lukaku even though Osimhen remains in the squad next season, playing Lukaku and Osimhen may seem like a good plan but I don't think it will be effective Osimhen who may no longer play wholeheartedly for napoli again.

Napoli's interest on Romelu Lukaku is based on the club manager's recommendation and wether Victor Osimhen leaves the club or not, Napoli boss Antonio Conte is still very much interested in Lukaku which is why I expect Lukaku to definitely join Napoli this summer. For Victor Osimhen, he must try find his way out of Napoli this summer transfer window if you ask me because he'll definitely get frustrated at the club if he fails to move to a new club reason being that Conte will more likely prefer Romelu Lukaku ahead the Nigeria striker in his regular starting XI. Victor Osimhen is a quality player that shouldn't be relegated to bench but Napoli boss I think sees Romelu Lukaku as the kind of striker that fits his philosophy which is why he wants him by all means.

Lukaku is Conte's main option for Napoli's front line if Osimhen leaves in this transfer market. If you look at the news developments regarding today's transfer market, of course Osimhen is getting closer to leaving for another team and the team most prominent is PSG.
Of course Conte has found the right player to close the gap and everything will be resolved when PSG completes the payment to Napoli. Apart from that, Napoli don't have many strikers in stock so they have to rush to recruit other strikers in this transfer market.
In Fabrizio's tweet today, he said that PSG and Napoli were hampered in agreeing on important points in Osimhen's transfer, where PSG would not sacrifice Kang In Lee in Osimhen's transfer. So the agreement between the two parties has not yet come to a conclusion. Apart from that, it seems like Napoli have big targets this season because under Conte's guidance I think many changes will be made in this transfer market. Namely overhauling the front line by bringing in a new striker and that is Lukaku.
