I would only accept that he had any good intentions but got fucked up if at least he tried to pay half of the amount or tried to contact Shasan in the past one year to pay up the resr. One surely can not fail to completely make an effort for a full year.
No doubt that in 99.99% of th cases it is like you described, people intentionally not paying the loan back and is most likely the case here as well. I just mentioned one of the possible scebarios that should be taken into consideration when giving out a loan as it is another risk factor.
