I don't understand the business but I see there is a market for it and it is not small. I was once on a website where the whole site was filled with buying selling accounts, account verifications, paypal balance sell and many other things that are normally not appreciable by the gentle society but those internet users were making money from it. From their feedback system it looked to me that the trades are legit too.
We also have quite many complaints and accusations against casinos due to account blocking. Most of them claim that they did not break any rules, but the corrupt Casino blocked their $200 winnings. Later it turned out that they verified the account with fake documents or tried to defraud the casino in some other way.
