I am definitely sure that they are not going to loan out Osimhen, that will not be the case, they are looking to sell him without a doubt. It could be PSG, it could be Chelsea, it could be some other team but in the end the yare trying to sell him and just get the money instead.
I understand that they may want Lukaku, and I understand they may even make some profit from that exchange, like get Lukaku for free, give Osimhen and take some money as loan fee as well, all of that could still be "profitable" for them, but it will not be enough, we are talking about a player that could worth 100+ and they are going to look to get that money without a doubt. If we can't make that work somehow then we are going to have some trouble.
What I think will happen is that we are going to end up with a situation that will take a while, and for that to work in the end, we need to be careful, it is going to be very risky and it will not be too simple, we need to see that part. If Osimhen is not sold, that is causing asset that's unloaded for Napoli, they need to unload him quickly and make that money, so they can look for transfer market and see which players they can get with that money.
