Talking about the active clubs in the market, Chelsea has been active in the market more than any other club thou I see their activeness as a misplaced priority because they are bringing in players who have no much impact on the club. In fact, some of the players they bring in will become a bench warmer despite spending huge amounts in the transfer market.
They are actively on transfer market like Manchester United but last season, Chelsea created more impression than Manchester United. I believe from that success, they will continue improvement in this season and will have a better one while I really don't believe the same things will happen with Manchester United. Both clubs don't use their money for player transfers too efficiently and they need to improve it, from strategy to players they purchase.

I think Liverpool is waiting until August to sign the players they want for next season.
