Yep, you're on the right track, never once has an airdrop program asked its participants to pay a fee, if they have to then it's almost certain that you're on a scam project.
Not all, but most of the mining tokens airdrops of recent, that's what they first demand, having Ton in your wallet before you can be able to claim their tokens sent to your Ton wallet. The Ton in your wallet will serve as gas fees for the claim of tokens. No Ton for the gas fees, the receiver won't be able to claim.
Having $TON to receive and having $TON to do contract interactions are 2 different things, I think @OP didn't bring up the topic well & correctly. In the past there were also many airdrops on the Ethereum network that did something similar, adopters for Telegram airdrops now have hundreds of thousands or even millions of adopters, so it's not surprising they were forced to carry out that policy.
