One thing I learnt when I earlier joined this community is the ability to take corrections when you're wrong, so instead of arguing your points, I think I've taken note of some good point of yours concerning this discussion, and I've pondered on it to see that I might be wrong in some choice of words I used in my statement, however it's good you brought them to my notice so I'll take corrections and learn more.

 I agree that one mustn't take risky decisions with the hope of tampering with back up funds that should've been used to fix up a real emergency situation and  the fact that I fail to differentiate between reserve funds and emergency funds shows that I didn't quit understand his opinion until you made it clear.
