What they're supposed to do is look at the positions they lack good players in and fill those places then in the next window, they fill the other position, that way they can have a world-class squad after 3 transfer windows. 3 signings every window can achieve that.
Aside from that, I don't see Ten Hag as a man who would be able to spearhead the return of the glory days of Man United. I have always believed this and until I am proved wrong, Ill keep saying it.
