Namegeo, I think its a little arrogant way to express it. I firmly don't believe it's a Coin2 way. Summerlulu made a valid point. The idea of having a transparency address for the reserved funds actually is not a bad idea as long as remain control by Joel or teamembers help monitor it. However the full address should partially block from view help prevent crimial minded individual found a way to access it in the future.
So far, I haven't see any Crypto has such accountibility except BTC possess some form of similar. Imagine what could that represent if C2 is the 1st to do so in among altcoins?

I think it is easy to make a public address. Joel just need to create a new wallet address and then distribute this address to the public. so that the community can check this address from c2 explorer. If Joel used the coins from this public address, he can just explain what he used the coins to do, like for giveaways or for some rewards. We will know from the explorer.
Is it difficult in tech.?Reasonable interesting proposal. Will discuss with him when he's return from his vacation. I suppose all the team members agree with it since this may help improve C2 value stability in the long run.
