How do you do that? You either have the money or you don't. If you have the money, the law states you must provide your customers with a prompt refund. If you do not have the money, you are simply running a ponzi waiting to receive money from new customers to pay old customers. You have not been following the law and providing prompt refunds, therefore your business must be a ponzi now.
