When Barcelona have more money I don't think it's possible for them to make an initial offer in installments because that would be ridiculous. They tried everything they could to sign Dani Olmo and that included paying back money which seems like a lot to ask for with the situation they're in now.
I find it hard to believe that money is that essential for a team of this level to make a difference more than a good and proper management, and even if it matters somehow, it is not the only reason teams are gaining titles and ending with a good season. So many teams with significant bankrolls couldn’t achieve anything for many years, and in the other hand, so many teams with short bankroll, managed to gain titles and grow their bankroll.
Teams like Real Madrid, Barcelona and even any team in LaLiga is in need of good management and proper coaching to ensure a successful season, and automatically more investors and the bigger money they would get. We have seen a big success last season from Girona with a small bankroll and overall players. Who would do the same this season?
