for the record I totally do not think that any wager pre starting should auto turn into an INPLAY wager at all.    Only your europe and australia turn inplay but that is really bad to accept a pre race wager and then allow it  in play.  two totally different bets.. but as you say you can avoid with flexible odds or fixed odds right?  those would never automatically remain active IN play?
