It's a bit hard to understand what Barcelona are going to do with all their problems but they don't think they're fine and are always pushing for expensive players in difficult conditions.
Indeed in this case they still want to raise the rivalry and it must be done when they have comparable strength to Madrid, but with the current conditions where they are still very difficult to minimize finances I think they do not need to force their will because it will only create new problems, as you said, Barcelona's problems when bringing players all always look the same even seem like a template where they have difficulty registering players in the end and they always circumvent this but do not solve the financial problems they face.
They have no choice actually, they can't just ignore every player just because they are down financially, though they shouldn't spend too much but not getting players will not be a good idea because of fans , once the club is not doing anything to get better they loose more fans , fans don't care about financial problem they need improvement from the club. This problem is too allowed to drag on which just makes them look the same and does not become optimal in the end in terms of performance even though competition remains but when their performance is not too optimal then the results remain the same where Madrid is always above them.
