It's just the proliferation of online casinos that might bother governments though. Just imagine if half of the population are gambling online, it might have a bad effect on the country itself. And probably this is the main reason, why some countries are making it hard for online casinos to thrive.
Related to the context you explain about disrupting the government, it may also depend on how much tax the online casino gives to the government.
It will always be safe if the tax given is large enough and will cover all the disturbances.

But the problem is how online casinos can obey the rules and now there are also more and more illegal online casinos that do not have a license and do not pay taxes, that will be the problem.

If land based casinos can expand using internet and gets their previous members, the casino will have a chance to becomes bigger because they can gets more members that will playing gambling at that casino.
It's like a double advantage that is obtained, land-based and online casinos both have a lot of customers But of course there will be fees to pay for both and some regulations that must be followed.
