Borussia Dortmund's talent scouts are very observant in seeing the potential of a player, and not just the 2 names I mentioned, but if we go back to the past then there have been so many players born from them, including players who are mainstays of Bayern Munich who in the Bundesliga are their main rivals. That is their expertise, but unfortunately they do not use the expertise they have to achieve an achievement and become the best club at least in the Bundesliga.
When you talk about scouting for top football talents, I don't think there's a better scouting team in any of the major five leagues in Europe than that Borussia Dortmund. The results of how they've been able to discover great talents at their early teen years over the years speaks so much volume of their expertise. Like you rightly said, the club's main problem is how to use those players to win trophies rather than selling them off for high fees. Personally, I feel Borussia Dortmund is just doing business of discovering young talented players, nurture and develop them before selling them to make good profit and then repeat again. It's been working for them over the years which is why I believe that the club's management is okay with the club's transfer strategy.
