So my suggestion is, buy old used laptop - be sure it's offline (no hidden sim cards installed etc), fully encrypt the drive and use it for storing your passwords.
That works until your computer crashes and makes the drive unreadable.
I'd rather not lose access to all of my passwords that way
again. Happened several years ago to me.
