Rather than classifying that as a lie,.I would call it to be a future broken promise, tied to the political campaign of a candidate, it would seem to be the same, but it is quite not.
When I first thing of a political lie, what comes to me is the sexual scandal which has Bill Clinton as protagonist several years ago, or when it was discovered the Nixon was actually a crook, when he himself said he was not a crook and afterwards, he was forced by the situation to give up the presidency of the United States. It was a lie which cost him to be the first person to hand over the presidency.
When I hear campaign promises, I rather try to hear them as possible lies, but in the end, it is up to the candidate for them to be lies or not, in the case they manage to get power..
