Negotiations between the two clubs are still ongoing but it looks like it will be tough considering Chelsea want £37M from Lukaku while Napoli don't want to pay that clause, he wants to be on another deal.

I think Napoli still insist on Lukaku while Chelsea want to release if they can redeem the clause, meaning Osimhen is still unlikely to go to Chelsea, but the closest rumor is to PSG so far there is no more close news.

As confirmed by Fabrizio Romano, this is already a done deal and he'll be making plans for his medicals within the next few days ahead.
After all the delay, he has finally reunited ith his boss Antonio Conte. One more deal for Napoli to clear up would be that of Victor Oshime. Still hard on his move outta the club. He received so much disrespect and insults last season finale r a player who contributed to the successfull achievement of the Seria A Scudetto Competition after 33 years? It's inappropriate, they should have done better.

Arsenal are not frontiers for Victor Oshime as it stands. They'll try not to breach the financial fair play rules so they can get him easily. We're still kept in the dark but whoever gets Victor Oshime this season would definitely get 25+ league goals as much as that squad has creativity.
If Napoli manages to reach an agreement with Chelsea for Lukaku transfer, I am also sure they have also reached another agreement regarding Osimhen transfer. For now we do not know where Osimhen will go, whether to PSG, Arsenal or Chelsea, what is clear is that the most likely is to leave Napoli. Regarding Lukaku, it seems that the Belgian striker will have no trouble adapting to Conte game plan, because they have worked together in the past, especially last season Lukaku also strengthened another Serie A club, AS Roma. Actually, this transfer is quite late, an agreement should have been reached during the pre-season tour yesterday, so that Napoli could start their campaign with a win instead of a crushing defeat.

On the other hand, with the summer transfer window almost closed, Osimhen transfer seems to be getting closer, and Napoli will most likely not hold back the Nigerian international striker departure. Meanwhile, if he does not suffer any injuries, I think Osimhen does have the talent to score many goals this season. It is likely that Osimhen will choose to move to a club that plays in the Champions League, and has a greater chance of winning trophies in the near future, in this case Chelsea seems to have a low chance of recruiting Osimhen.
