Last season and the 2 seasons before that they have improved a lot and those were some of their best seasons under Arteta. Their squad this season is still the same as last season. They just need to maintain consistency in every game. Arsenal's squad last season was very worthy of being champions and they deserved it. Unfortunately City were more consistent than them and managed to get a lot of points in crucial games.
Looking at the Arsenal squad right now, I don't think there's any significant change in players when compared to what we saw last season so it's absolutely possible that they might also not beat Manchester City to the league title. However, I feel the manager have taken a hold decision in the top 9 striker's position of the club. Considering his selection in their first league game of the season, it's now obvious that Kai Havertz is now the club's first choice striker which wasn't what we saw at the start of last season. I think Havertz will contribute more number of goals than anyone in the team this season especially converting the goals. Arsenal without doubt will challenge Manchester City but winning the league ahead of City will be a very difficult task
Arsenal, Liverpool, Manchester United and Manchester City are in good shape in this season with their squads. And since thru are doing well in the new season then there is no need for new players to come in. Kai Havertz is good in the midfield and Havertz is also good so the team is gallant now
The season is still fresh, we can't know the best for now, but no doubt the champion will be among Man U, Liverpool, Arsenal and Man City. I don't see any underdog that will displace them just as we mostly see in EPL, except the time Leicester City made the wave and surprised people in 2015/2016. Ever since they they've maintained their stance below the top level. The reigning Champion Man City is my top guess to be the best this season as they are always ready with the best squad in entire Europe as far as I am concerned, nothing has changed so much in the squad yet so I expect the replication of the last year success. I only hope that Guardiola and his team can learn better from their mistakes of relaxing at some time when other clubs will give them a hot chase to the point that the last part of the tournament will be keenly contested and narrowly won. The same advice goes for Arsenal, they are also guilty of that, otherwise, they would have won the trophy last year.
Kai Havertz is also one man out of the team, though he plays his role very well, he is still not the determining factor. Lastly, let's see what Liverpool would do under new management, I expect a better performance than last season but still do not see much from them.
Of course Manchester City is the favorite to win again this season more or less due to their consistent display and delivery over the past seasons and if there's going to be other top teams to share the spotlight, Arsenal, Manchester United and Liverpool will have to do because they are always fired up when the City team resumes a new campaign with harvest of goals.
