I don't like using my country's mobile internet provider to access casinos because the IP is constantly changing, although they are still always IPs from my country, but they change cities. That's why I prefer to use my fixed internet provider so I don't have problems with casinos, especially because I do KYC at the casino.
As @Wexnident pointed out above, IP changing cities shouldn't be a problem since casinos just check country and not the city based on what I know. Exceptions to this are probably American states with different laws regarding gambling.
What's the point of asking this question? Are you curious, or are you planning something?
I felt the same way. Am guessing op is thinking of trying to access restricted sites in his country safely through a VPN which is actually unsafe.
