so total of 19 questions on F1 so far with 5 seasons of BSFL so thats break down to around 4 F1 questions every season, its actually not that many

As far as I know, only those people that lost in round 4 are now eligible to rebuy and there is no way for those people that were eliminated in the previous rounds to continue in LMS. Someone correct me if I am wrong, please.

Correct, no rebuys for those that got eliminated earlier.
To be honest, I think it isn't even in the rules. It didn't occur to us that somebody would want to miss a round and then rebuy later.
Even if we were to allow that, then a person would have to pay rebuy for all those rounds that he missed as well, because theoretically he lost in these too.
