I don't think any other campaign manager has emergency power and backup internet. What's the point if your house is flooded anyway? I'm pretty sure more people end up in a hospital than flood on average, and you can't mitigate all potential risks.
I'd get a powerbank though

No matter how many backup plans you have in place, nothing can help in the event of a natural disaster especially these kinds of flash flood disasters. And in these natural disasters, saving people's lives is a big issue, other backup issues are the next thing.
It seems to me (this is not a reproach or an attempt to teach you how to do it), you should take care of alternative sources of energy (gasoline generator) and the Internet (maybe Starlink?) for such emergency force majeure situations, because you are not an ordinary user, but a manager who is responsible both to the customer and to the participants of the signature campaign.
And talking about the satellite internet in Bangladesh Starlink had been welcomed by the government but it hasn't gotten the license yet from the government. So from this region peoples can't have the starlink or any satellite internet if they want. And again, no matter how responsible you are, all backup plans can fail in this kind of natural disaster.
