You might be right and still wrong at the same time  , you could wake up tomorrow morning to see it pushing towards 70Kish and might never dip to  the amount you mentioned but nevertheless it's  still hard to predict as there could be more Dip.
Not saying investor should force it but if there's any disposable fund for it then it can be considered to be used for buying apart from that ignoring will be better... foe DCA investors there won't be much difference just as JJG mentioned and thus doesn't mean they cannot or shouldn't buy dip if they can without affecting their next buying.
Time like this could be full of opportunities and it's best seizing it if you can /you are capable
