I'm not really sure what the problem here is. I would've been inclined to think it is Tor because that was the show-stopper for me last time, but you writing that you tried to use this without Tor changes things. Why don't you completely delete the datadir and see what happens? (I hope you have your seed backed up before this). I know from your post that this can't be the first time you are running Bisq on this system, so was it working before the update?
