This doesn’t really answers OP’s question as he is not asking about how to identify a fraudulent casino but he is interested to know the excuses they give to
justify their scams.
Besides, scammers already know about this tactic. So, they will let you withdraw small amounts to gain your trust. Troubles usually arise when large amounts of money are involved.
I agree, also because according to many ToS casinos KYC is not triggered up to a certain limit, so it is normal that they don't look at your account if you make a small withdrawal but they do check it when you want to withdraw big.
This can be used by scammers as well as legitimate casinos that have a lot of customers and only check large transactions.
