It's not an issue of trust but licence to function in those jurisdictions.
I read the ToS and it is true that the list of prohibits countries above is not final. However, it is better - any user from a prohibits country at the moment does not create an account until the casino updates it. This is to prevent blocking as mentioned in the ToS. So be patient for a while before registering if you are one of the users from a prohibits country.
