Yep, and decentralized because there's no casino in the world that would take that kind of risk with such a low edge. Edge is the mathematical proof for casinos to make profit. Lower the edge is, more likely there will be scenarios that those casinos will be losing money. And while technically lower than 1% is still an edge, and in time you would make profit, there's still a change that people make high stake bets and win majority of the time for a long time. So those casinos would need to have huge vaults of money, and there's a reason that huge centralized casinos don't use that edge, even if it would bring more players.
