That's not really how the system supposed to work, it should be actually based on how accurate someone's feedbacks and when you feel it's right or agree with their decisions then you may have to add them on your trust list.
This is more accurate and how the system should work. Someone who has good judgment to be added to my trust list should be fairly trustworthy, but someone can be trustworthy without having good judgement. It is all unnecessary cause no one should be actively trying to build reputation. If you are offering a service and want to show you are trustworthy that is fine, but trying to get good feed-backs by taking out loans or engaging in other activity to farm trust is wrong.

Simple and straight answer, if you want to be a DT2 member, then someone with status DT1 should have added you in their trust list.
That is the simple answer, there is a more complicated one that the user should not be excluded by other DT1 members.
