Most of the gambling only allows people to access site through their registered site anything more than this could restricted after knowing it's not their original countries and they signed up again using the original country they would get ban.
They definitely will get penalized - the ToS stated that aside being a citizen if you “reside” in any of those restricted country you’re no supposed to use the site and if you go ahead and bypass it by using a vpn you should be ready to face the consequences for your actions. And if anything happens you surely won’t be able to do anything about it because if was clearly stated but you decided to ignore and go on with it.
4 weeks is not a long time to wait - I’m currently on hold and waiting for them to extend so I can see if my country falls under those allowed so that I can finally create an account and see how the site works.
That's the only thing to do now, besides everyone is familiar with the TOS although many don't bother check-in but immediately I try a casino and see my country is restricted I won't hesitate checking their terms to know if they allow the use of VPN just to stay guided because it's not nice to win and not be able to withdraw just because you didn't check the rules. I think icopress has already stated that the casino is expanding their license 4 weeks time and I believe when they do lots of countries including mine I guess would be added to that list because my country is one hell of a casino friendly place and also we have the large market to make any business boom.
